NOTICE OF PUBLIC MEETING

 

A PUBLIC MEETING will be held at 5:30 p.m. on Thursday, July 23, 2020, on the 2nd floor at 901 Lakeshore Drive in Lake Charles, Louisiana, to adopt the 2020 General Purposes and Maintenance tax millage rates to be levied in Calcasieu Parish. Consideration of adopting an ordinance approving the following rezoning application: 7874 Nelson Road in Ward Three - rezone from Manufactured Home Park (R-MHP) to Recreational Vehicle Park (R-RVP) and General Commercial (C-2) to allow a recreational vehicle park (22 recreational vehicle spaces, 3 manufactured home spaces) and commercial development (mini-warehouses). Applicant: K & P Properties, LLC (RZ-0520-0164) (District 6, Mr. Hayes)

 

[The Planning and Zoning Board met on Tuesday, July 21, 2020, and voted unanimously to recommend that the request be granted with the following conditions: 1) that the development adhere to the site plan on file with the Division of Planning and Development, provided that the Director, or designee, may authorize adjustments to the site plan in light of technical or engineering considerations discovered during development; 2) that all exterior lighting must be oriented inward toward the development and the light source cannot be visible to the adjacent properties; 3) that screening must be provided in accordance with Sec. 26-50 of the Parish Code of Ordinances prior to final electrical approval; and 4) that a Runoff Management Plan (RMP) will be required unless appropriate waiver is granted by the Division of Engineering.]

Consideration of adopting an ordinance approving the following rezoning application: 1800 Block of Claude Hebert Road in Ward Eight -  rezone from Agricultural (A-1) to Light Commercial (C-1) to allow commercial development (beauty salon).  Applicant: Duane Chapman, et ux (RZ-0620-0165) (District 10, Mr. Stelly)

Consideration of adopting an ordinance approving the following rezoning application: 6859 Tom Hebert Road in Ward Three - rezone from Single Family Residential (R-1) to Manufactured Home Park (R-MHP) to allow a business/sales office for the adjacent manufactured home park. Applicant: Fairview Estates MHP, LLC ( RZ-0620-0170) (District 7, Mr. Landry)

 

[The Planning and Zoning Board met on Tuesday, July 21, 2020, and voted unanimously to recommend that the request be granted with the following conditions: 1) that the development adhere to the site plan on file with the Division of Planning and Development, provided that the Director, or designee, may authorize adjustments to the site plan in light of technical or engineering considerations discovered during development; 2) that all exterior lighting must be oriented inward toward the development and the light source cannot be visible to the adjacent properties; 3) that screening must be provided in accordance with Sec. 26-50 of the Parish Code of Ordinances prior to final electrical approval; 4) that the development adhere to storm water best management practices; and 5) that a Runoff Management Plan (RMP) will be required unless appropriate waiver is granted by the Division of Engineering.]

Consideration of making a recommendation with reference to approving requests from the following entities for grant funding from the Gaming Fund.  Each item, if approved, will include adoption of a resolution approving a Cooperative Endeavor Agreement between the Police Jury and the requesting entity, as well as authorization for the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.  The requests are as follows:

 

(A) Ward One - $73,860 - Waterworks District No. One of Ward One 

  1. $52,650 - for costs associated with the installation of waterlines along Topsy Road near the intersection of Mattie Reeves Road; and
  2. $21,210 - for costs associated with installing high density polyethylene pipes across Little Indian Bayou. 

 

(B) Ward Four - $49,275 - Waterworks District No. Eleven of Wards Four and Seven - for costs associated with a water storage tank coating project; and

 

(C) Ward Eight - $25,000 - Ward Eight Fire Protection District No. One (Iowa) - for costs associated with the purchase of personal protective equipment.

Consideration of adopting a resolution approving a Cooperative Endeavor Agreement between the Police Jury, Waterworks District No. Twelve of Ward Three, and the City of Lake Charles, wherein each entity agrees to contribute one-third of the total project construction costs for extension of municipal water service in unincorporated areas along Big Lake Road, Country Club Road, and Nelson Road, and further, authorizing the President of the Police Jury, or his designee, when appropriate, to execute all documents related thereto.
